Magic use requires two main ingredients: a source of energy, and a magic user to tap into that energy source.
What the energy source is doesn't matter as much as the person who is using it. A giant bolt of electricity from the sky doesn't necessarily produce stronger magic than a tiny plant seed with its untapped nutrients that will eventually feed the flower germinating inside of it.
The belief of the person using the magic, however, does affect which power sources make big magic.
Magic starts off as a complex mental process, which is why only animals with higher imaginative processing capabilities are able to produce magic. To perform any sort of spell the user needs to first have a strong idea of what they are trying to accomplish, and second have a
